I don't file it on Seamonkey as I don't see any modal dialogs used in it.

Steps to Reproduce:
1.Open the testcase which would prompt an alert per 3 seconds.
2.Open a modal dialog. (e.g. Tools -> Options)
3.After the alert was prompted, the modal dialog does not stick with the top of
browser again.
Confirmed on Mozilla too.

I've tested by alerting the first dialog box and loading the testcase on another
tab.

IMHO, the bug would be *using* modal dialogs.  One of my biggest pet peeves is
when I get one and can't go to another window to look for information I need to
deal with them.  Or when they have an error message that I can't cut/paste...
