I've been getting a lot of popups from WeatherBug and WeatherCast. I always get
them at the URL I mentioned above, but they also happen at a number of other web
sites as well.  When they pop up, I right-click on them and select "reject popup
windows from this site."  However, that doesn't seem to work.  The same popups
continue to load anyway, even though I told Mozilla to reject them.

Steps to Reproduce:
1.  Visit a web site that produces popups, such as
http://www.pressherald.com/news/index.shtml

2.  Right-click on the popup and select "reject popup windows from this site"
from the menu.

3.  The next time I visit the site, the popup windows continue to come up even
though I told Mozilla to reject them.

Actual Results:  
Still getting popups from sites I told Mozilla to reject.

Expected Results:  
Mozilla should have rejected the popups I told it to reject.
