Directories only require r= for CVS access so I just need a voucher.

Steps to Reproduce:
Stephen wants this access to check in theme updates to the Winstripe and
Pinstripe themes for Firefox and Thunderbird. These modules require only r= to
check in to, and I vouch for him.
