In 1.1, when reading a downloaded PDF file, the Page Up/Down keys have the
expected result.  In 1.7, they have no effect, and it is necessary to click
in the scroll bar (or drag it) to navigate through the document.

I just upgraded from Mozilla 1.1 to 1.7.  I had noticed this problem before on
my home system, which I believe is 1.4 (but I'm not sure).

Steps to Reproduce:
1.  Click a link to a PDF file.
2.  Attempt to navigate it by clicking Page Up/Down.


Actual Results:  
No effect.

Expected Results:  
It should scroll up or down a page in the document.
