Overview Description: The Password preference is not set to the default pref.

Steps to Reproduce: 
1) Open Security Advisor, and click on Certificates, then Passwords.

Actual Results: The default pref is "After 480 Minutes"

Expected Results: The default pref should be "First time", and the text box 
should show 30 minutes instead of 480.
