Overview Description: New web site cert dialog box does not close.

Steps to Reproduce: 
1) With a new profile, visit https://junruh, a new, untrusted web site.
2) Click through the two "New web site cert" dialog boxes.

Actual Results: The dialog boxes do not go away, and the new site cannot be 
reached.

Expected Results: The dialog boxes should disappear, and you should be able to 
connect to https://junruh

Build Date & Platform Bug Found: 1/14/00 Linux. 

Additional Builds and Platforms Tested On: WinNT works OK.

I can not reproduce this.  This may be the same problem as 24897.  

Do not regress until there is a newer cartman.
