Currently it looks as if Biff notification appears on the Inbox when new 
messages are available. With multiple accounts I may not want all my folders to 
be expanded. I would like the Biff icon to appear next to the account icon if it 
is collapsed.

The Mail Spec mentions this ability in its "Alerts/Nofitications/Biff" section.
