found using 2004-07-21-11-0.9 on linux redhat 9. not a problem on fedora core 1
or 2. spun off from bug 242254.

observations:
------------
a. after launching firefox, I'm not prompted to make it my default browser. this
is in spite of the preference being selected to check on startup (in the General
pref panel).

b. if firefox is not already running, if I double-click an .html file from the
desktop or nautilus window, mozilla launches instead of firefox. (in spite of
the pref being set to make firefox the default.)

things that do work:
-------------------
a. the firefox icon is associated with .html files and appears in places like
the desktop and nautilus.

b. able to set the desktop background to an image viewed in firefox.

c. if firefox is already running, dbl-clicking and .html file will load in firefox.
What version of GNOME Is RH9 using?  2.2?
rh9 has gnome v2.2.2 (comparison: fedora 1, which has gnome v2.5.90).
No.  Fedora Core 1 came with GNOME 2.4.  Fedora Core 2 comes with GNOME 2.6. 
Fedora Core 3 will come with GNOME 2.8.
a. Can you still reproduce this with the 1.0 RC
b. looks like you do not have set your preferences for html files set properly. 

The problems you are referring to are working fine on my Debian sid box running
GNOME 2.6 and Firefox 0.10
