When junk mail filtering told to put junk into folder, the Junk folder is placed
alphabetically amongst the user created folders, rather than up above amoungst
the TBird created folders.


Reproducible: Always
Steps to Reproduce:
1. Enable junk mail filtering
2. Tell it to automatically move junk into the Junk folder
3.

Actual Results:  
Junk mail folder created amoungst user folders

Expected Results:  
Junk mail folder created amoungst TBird maintained folders
Actually the problem is fixed the next time you startup TBird.  At that point
the Junk folder is moved up into the TBird managed folder area.  Problem only
exists for the session during which you enable junk mail controls.
