I am unable to install software when "Allow websites to install software" is
disabled, but update.mozilla.org is added to whitelist.

Reproducible: Always
Steps to Reproduce:
1. Uncheck "Allow web sites to install software" in options dialog
2. Make sure update.mozilla.org is added to whitelist
3. Go to attached URL and click "Install Now"

Actual Results:  
A yellow bar appears telling you that software installation is disabled

Expected Results:  
Since sofware installation is disabled, but update.mozilla.org is added as an
exception to this rule, you should be able to install software from that site.

Tested with clean profile.
please try reproducing on the latest nightly build or on the 0.9 branch
(preferably 0.9.2)
