Tried this using build 2000012812
Open the URL http://www.exploremaine.com/~chuckie/hover.html in Mozilla.
The first link shows an image (arow.gif) to the left when the mouse is over it.
This link should also change color and be underlined.  (Just like the second 
link)
I tried this in IE5 and it works as expected.  
I've only tried this in Win98
