When font size in view source is reduced to size 1, if then attempt to reduce
font four more times (via keyboard shortcut or menu), the font then jumps to
default size + 1.

Reproducible: Always
Steps to Reproduce:
1. View source (menu or ctrl-u)
2. Hit "Ctrl -" nine times

Actual Results:  
The font size of the source is then locked at default + 1

Expected Results:  
Font size should have not changed when at size 1pt and reduce font is clicked.

Bug occurs irregardless of the theme.
