Invalid mail headers generates two from names

I recieved a SPAM mail with the following header:
From: "\"were74787@bsa2010.com\" <were74787@bsa2010.com>        Bcc":
Reply-To: 

Since these are invalid headers, Netscape and Mozilla renders these different:

In Netscape 4.7 I get 1 From address
In Mozilla I get 2 From addresses
Furthermore I get 3 To fields in both browsers when I press reply.

Expected:
One From address
Garbage in, garbage out. As long as we don't crash, I don't see why it matters
that invalid headers get parsed slightly differently in 4.x and mozilla. It's
not like we could make something valid out of that input...
