Details

When opening or closing the My Panels sidebar, if you hold the click down too
long, the sidebar does not open or close properly.  Rather than closing
entirely, it shrinks to its smallest possible horizontal size.

I'm currently on a Windows NT 4.0 machine, but I've also noticed this same bug
on my Windows 98 machine at home.
