I cut a bookmark at the bottom of the list and try to insert it near the top.
However, it just duplicates it at the bottom of the list. 

Reproducible: Always
Steps to Reproduce:
1. Select bookmark
2. Cut bookmark
3. Select another bookmark
4. Paste 

Actual Results:  
Duplicates bookmark at the bottom of the list not at the selected point.

Expected Results:  
Insert at the new selected point. I confirmed that Netscape does it correctly.
