260544 - Imported from NS/Mozilla overwrites Bookmark toolbar folder with Personal toolbar folder in Add bookmark dialog

-Choose File | Import
-Select NS/Mozilla and select a profile if offered and let default items be
improrted.
-Go to Bookmarks | Bookmark This Page
-In the Add Bookmakr dialog, click the Create in: drop down menu to select a folder.

tested results:  The selection for Bookmark toolbar folder is not present. It
has been relaced with a selection for Personal Toolbar Folder (which was
imported from NS/Mozilla)

expected results:  Both Bookmark toolbar folder and Personal toolbar folder
selections should be available.  

note:  Delete the Imported from NS/Mozilla folder. Then Bookmarks toolbar folder
selection returns to the Add Bookmark dialog.

this looks old enough to need new str, provided anyone can still reproduce.
