26458 - Search button UI is wrong and broken functionality

The Search button should not include the down arrows before and after the 
button.  These are the wrong UI, and do not work (broken to the user).

Also, the Search button should not be in the URL field but outside to the right 
of it.

(Note: for beta 2, an arrow will be brought back - see

Should fix both of these UI problems for beta 1 at the same time.

More info on business need for this in case you need it:

- This button is the number 1 money making button in the entire interface so we 
got to have it right.  More money then home page, My Netscape or anything else.
- Search behavior is the number 1 thing we are testing in Navigator, so we need 
to get it right now so our feedback will be valuable.
- Search is also the #1 user activity in Navigator, so we have to get it right.
