Details

Would you add some text to the MailPassword function? I think it would be nice 
if we could point new Bugzilla users to a form or document that helps them file 
a better bug.

this can't go directly in the code because mozilla.org isn't the
only organization using bugzilla. You'll need to make a parameter
for it in defparams.pl.
