On mac, since it doesn't have the xp-menubar, we lose the top 4 pixels of the 
window to padding that is totally unnecessary. This should be pretty trivial to 
fix, and just makes us look stupid.

hyatt said he'd comment on this bug on how to fix.
Ditch the padding-top above the toolbox and make it padding-bottom on the 
menubar instead.
Yeah, that sucks.  Ben, can you sneak this fix (if it's easy) into M14?

yeah, what's with that? they should go at the bottom of the menubar, not the 
toolbox. that's a lot of wasted space down there.
