Ironically, bugzilla's own website revealed this bug.

Recipe (do ONLY the following):

1) Start Mozilla
2) Mozilla running full screen. Maybe not important but I always do that.
   I'm running a 1024x768 desktop.
3) Go to http://bugzilla.mozilla.org by typing that in the URL field.
4) The page will fit on the window, so no scrolling can be done.
5) Click any area on the page free of text, like to the right of the 
bug-picture.
6) Pressing arrow up/down will NOT make the page scroll (on a desktop my size)
Funny note, maybe related to the bug: The cursor to the right of "Show Mozilla 
bug no" is still blinking eventhough the focus should now be taken off it.
But read on.
7) Now click on "Query Page (Search existing bug reports)"
8) The query page is rendered just fine and "taller" than the screen, so the 
right scrollbar indicates the possibility of scrolling the page.
9) Click the mouse in any spot on the page free of the forms and text. This
should put the focus on the page and not on any input forms.
10) Press Arrow down/up, PAGE DOES NOT SCROLL!

Extra note: If the form is filled out and submitted, a long list of bugs is 
listed and I couldn't get that list to scroll either.

This is a dup of bug 9701 - nsWebShell Key events not working until focus set in
window . I suspect clicking on the page would allow scrolling. Changing
component to XP Toolkit Widgets.
