Details
Opening URL with Mozilla gives a page with a grand total of 15 words, a few links and a note "this site works best in Internet Explorer". IOW, most content is missing. Page title is U.S. Commission on National Security/21st Century. Clicking link "reports" opens a page with a considerable amount of overlapping content, menu and text. Pages seem to work OK in IE.

We get the same thing in WebKit and in Blink. I would even say that the fact it is mentioned that it's working only in IE is part of the historical facts. all of that to say it's invalid.
