Details

Opening URL with Mozilla gives a page with a grand total of 15 words, a few
links and a note  "this site works best in Internet Explorer". IOW, most content
is missing. Page title is U.S. Commission on National Security/21st Century.
Clicking link "reports" opens a page with a considerable amount of overlapping
content, menu and text.

Pages seem to work OK in IE.
Bug is still present in Mozilla.

Is this site used. We get the same thing in WebKit and in Blink.

Also this site is part of http://govinfo.library.unt.edu/default.htm
which is an archive of RIP government sites which are just kept archived, aka as-is, as it should be.

I would even say that the fact it is mentioned that it's working only in IE is part of the historical facts.
