At the following URL: http://down.cinews.net/htm/3/page2_1_6200.htm, the
scrollbars will not work while the page is loading.

Reproducible: Always
Steps to Reproduce:
1. Go to http://down.cinews.net/htm/3/page2_1_6200.htm
2. While page is loading (the page should never finish loading) attempt to use
the scroll bar.
Actual Results:  
The scroll bar does not work.

Do you still see this problem using Firefox 3.5?  Please update the bug, and close/alter bug if appropriate.

No reply, INCO. Please reopen if you are seeing this in Firefox 3.5.2 or later in Firefox safe mode and a new profile with the latest plugins.
