If an email contains expected Tinderbox headers, but those headers are missing
data or not all the correct headers are present, then the mail should bounce. 
If there are no headers at all, it should just be discarded.

The tinderbox-daemon address is starting to receive a lot of spam recently. 
Said spam of course bounces with an error stating that the tinderbox header was
incomplete.  Most of these bounces then postmaster-bounce on mecha because the
spammers of course used an invalid return address.
The pace of the spam has picked up a LOT recently.  For all of them that bounce,
I imagine a lot of them are going to innocent third-parties with real email
addresses that the spammers spoofed.  We really need to do something about this
or risk getting our tinderbox bounce notices reported as spam.
