"Local Folders","Outgoing SMTP Server" titles not pretty

Overview: In Account Settings select "Local Folders" and look at the title of 
the panel at the top right. The title is in plain text. It should look nicer 
like the Mail Identity panel.

Steps to reproduce:
1. In Account Settings select "Local Folders" or and look at the title to the 
right.
2. Select a Mail Server's Identity panel and look at the title to the top right.

Actual Results: 
a. Notice the title of the panel for "Local Folders" is "Account Settings" and 
it's just typed text.
b. Notice the title of the panel for a Mail Identity. It also states "Account 
Settings" but it appears in White text laying on a teal background.

Expected Results: 
- Shouldn't the "Local Folders" title area appear like the Mail Identity panel?
- The same is true when the "Outgoing (SMTP) Server" panel is selected except 
it's title is "SMTP Server".

yup, I forgot these in my latest round of cleanup.
This is a polish thing, definately should be in for beta 1

I pretty'ed these up.
The Local Folders panel should look different than the other accounts in that it
has different contents, it's a special account....

however I've fixed up the layout & titles of these accounts to look as they should.
