27725 - Give disclaimer about not doing strong encryption

Need to display a disclaimer saying that we are not currently storing the 
single-signon passwords with strong encryption but that we will be doing so in a 
future release.

This bug was blocked by bug 27732.  Specifically the disclaimer message was 
being put on one very long line without wrapping.

Can't wait any longer for bug 27732 to be fixed (beta freeze is tonight) so am 
implementing the disclaimer by doing my own ad-hoc wrapping.  Will probably play 
havoc with localization but I have no other choices.

Files affected are wallet.properties (in which I added a metacharacter to denote 
where line should wrap) and wallet.cpp (which replaces metacharacter with 
linefeeds before calling on the dialog).

steve, where/when would i be able to see this disclaimer (in order to verify). i
know this bug is blocked by 27732, but it's marked as fixed --wasn't sure if
it's visible now... (i haven't seen such a disclaimer with today's 200002160x
bits.)

This disclaimer occurs when you establish your database key so if you've already 
established one you'll never get the disclaimer.  So start with a new profile 
and do something that will cause you to establish a database key (e.g., save a 
password).

Yesterday Ben just checked in a fix for bug 27732 (wrapping in dialogs) so now I 
can do a better fix for this bug.  I just modifed wallet.properties so that it 
no longer has hard-coded wrapping positions in the disclaimer message.  Result 
is that the disclaimer message will appear somewhat prettier on the screen.  
This modified wallet.properties is now checked in.
