After loading the given URL in FireFox 1.0, scrolling down (using keyboard and
mouse) causes some artifacts (with the color of the border) to appear on the page.

This worksforme in a current trunk build as far as I can tell -- I don't see any
obvious artifacts.  Could someone please give _clear_ steps to reproduce this,
as well as clear expected and actual results?  Attach screenshots if needed.

Note that this is probably the wrong component, and leaving this assigned to
Blake is definitely not going to get it fixed.... ;)

the only problem i see on the current page are two bulleted lines that overflow their table, and that's just bad html
