The field to enter keywords should appear in the page to enter new bugs. Often 
I want to tag a new bug or enhancement request with a special keyword I already 
know when I enter the bug. In the current implementation, I have to do this in 
a second step after storing the bug in the database.

Bugzilla already does this if you have the 'editbugs' permission on your user
account.  If you want your users to have access to it without that permission,
you can remove the [% IF %] block surrounding it on the
bug/create/create.html.tmpl template.
