In a new window (Cmd-N) "Add Page to Bookmarks" (Cmd-D) doesn't work until you
open and then close "Show All Bookmarks" (Cmd-B).

Reproducible: Always

Steps to Reproduce:
1.Open a new Window (Cmd-N)
2.Try to save a Bookmark (Cmd-D). The sheet doesn't open.
3.Open & Close "Show All Bookmarks" (Cmd-B and then Cmd-B)
4.Now the Save Bookmark sheet opens (Cmd-D)

Actual Results:  
After all the step it works.

Expected Results:  
Should open the Save Bookamrk Sheet when you first try it.
