mozilla-xpcom.pc is missing the base Mozilla include directory from its list of
-I flags.
Note that this has been patched downstream by Red Hat.

Why do we need the root includedir? Aren't all the files in subdirs?

Unless you are #includ "netwerk/nsIIOService.h" or somesuch...?
mozilla-config.h is in the root dir.
