When I first type a URL that is not found in a tab with a site open and refresh it refreshes the previous page instead of the url not found.

When I visit any existing page and after that go to a URL that is not found
because for example my internet connection fails. And when I restore it and
refresh the page not found I get the previous page.

Reproducible: Always

Steps to Reproduce:
1. visit a random existing page
2. disconnect your internet
3. visit another existing page
4. Click away the url not found alert
5. reconnect your internet
6. Click refresh

Actual Results:  
It reloaded the first visited page

Expected Results:  
It should reload the other URL.
Not really a bug. You're just clicking the wrong button. Click the 'go' button
instead of 'refresh' or if you are not displaying the go button then hit
'return' key ('enter') on the url. The refresh button cannot reload the url
because it was never loaded in the first place.

Admittedly though Mozilla could make this more user friendly by renaming the
'ok' button to 'cancel' and adding a 'retry' button that should be equivalent to
'go'.
