I received an email a bunch of months back from rlk that he'd gotten from a
Firefox end user back before the Help project page links were updated to reflect
organizational changes.  It's been sitting in my inbox for months now collecting
dust because I've never made time to deal with it.  This bug is my way to force
myself to deal with it / not forget about it when I move the email out of my inbox.

I haven't looked at the proposed changes much, so I don't know whether they're
good or bad.  I'd imagine there are likely some ideas we can steal from it; I'd
also guess there are parts we may want to avoid.  In any case I want to get this
out so I'm not the only one "looking" at it.  I'll post it as an attachment in a
sec...
I've intentionally omitted the author's name (for now due to privacy and such);
we can add it later if/when we determine we want some subset of these changes.
