Steps to Reproduce:
1. Just visit the page

Actual Results:  
IE and Opera display page correctly

Expected Results:  
Page should be displayed.
Invalid: server-side browser sniffing.

http://web-sniffer.net/ shows that when you load that URL with Mozilla, the
entire page is "</APPLICATION>".  If you visit with IE, you get a different page.
