You should not be able to put focus elsewhere than "Available profile"

Details
If you start the "Select User Profile" it's currently possible to click fx. in the text area with "To access your pers...". This will taken the focus away for the "Available Profile" area disabling the Arrow Up and Down keyboard movement. Expected: The keyboard focus is always in the "Available Profile" area.

MASS-CHANGE: This bug report is registered in the SeaMonkey product, but still has no comment since the inception of the SeaMonkey project 5 years ago. Mere label text has not been focusable for ages. Also, there are different UI elements in the profile wizard which may validly get the focus. => INVALID
