When I run my application with chrome protocol but not using '-chrome'
commandline parameter then argument 'titlebar=no' passed to opendDialog() mehtod
isn't used.

//myapp.xul
openDialog('chrome://myapp/content/', '', 'chrome,titlebar=no')

If I run as mozilla.exe chrome://myapp/content/ then titlebar is presented. If I
run as mozilla.exe -chrome chrome://myapp/content/ then titlebar is hidden.

Steps to Reproduce:
Almost certainly this bug is invalid or a dupe of a invalid bug, titlebar=no has
probably been disabled for security reasons for non-chrome windows/dialogs.

I cannot open file without -chrome command line attribute for bug confirming.
