283206 - plugin finder on relative sized <embed> inside table causes infinite expansion

Since the addition of svg.enabled, the null plugin window appears and continues
to expand, if it is in a table with width=100%.  Attached is fragment of HTML. 
I'm  assigning this to the SVG component...  I hope that's right.  I'm assuming
that whatever code was added to enable/disable SVG is not setting the width of
the embed correctly.

Will attach a test case.

Only seems to happen in firefox - seamonkey shows the nullplugin.  Problem
with the plugin finder stuff?

Turning on plugin.default_plugin_disabled makes things act as expected.

This bug isn't specific to the svg mimetype - anything that triggers
the plugin finder with that document structure causes the growing
cell.
