Why?  Rationale?  

Pasting into a password dialog is perfectly valid.

Only cut/copying out of a dialog is not valid.

Your new password is asdfasdf3565y235afg.  Please enter it.

This bug is invalid.

Also, getting rid of paste could potentially impact Autofill operation.
