283604 - Edit Languages in new prefs window does not display 2nd and next items correctly

On initial population the Languages prefs dialog the language items are created
in the listbox but only only the first item gets an string, the second and third
etc items are empty listbox items.

Reproducible: Always

Steps to Reproduce:
1. Open options
2. Go to Advanced
3. Click on Edit Languages
4. Add more languages.
5. Close Language dialog
6. Click on Edit Languages again

Actual Results:  
Only the first language is displayed correctly, the other languages are blank
(but created in the listbox). Clicking Up/Down button repopulated dialog
correcly (or any other Language manipulation action)

Expected Results:  
Display all Languages correctly

Steps 4-6 aren't necesary, default there are 2 language installed (en-us and en).
The second is added as an empty item in the listbox (click just below the first
item correctly entered item to select the second 'empty' item).
