If the user selects "Open in Tabs" from a drop-down menu on the toolbar then the
browser opens a new tab for each entry in the menu.  If there is already a tab
with the same url open then the browser still opens the identical page in a new
tab.  I don't think that it should do this.

I hope this isn't a dupe, but the bugzilla search hasn't seemed to be working
very well for me today.

I'd like to say that this is a WONTFIX, because how do we know that the page
hasn't changed since it was loaded? Alternatively, if we try to refresh its
existing instance, how do we know that the user isn't actively doing something
on that page (say entering something into a textarea) that would disappear if
reloaded?
