When I was investigating checkin problems for bug 174295, I noticed that we'd
missed one GROUP BY in FlagType.pm.
Yeah, I noticed it too, and I even prepared a patch or it :-). But then I
realized that patch at bug 285555 removes the group by entirely, so I didn't
bother :-).
Keep this bug open though until bug 285555 is checked in, then we can verify and
close this one.
Verified, the GROUP BY is gone from the tip now.
