each and every time anything pokes prefs, or winks at it or whatever, shared
pref handler insists on trying to get ipcd *again*. it needs to seriously
consider giving up and not trying again until the user instructs it to do so.

sharedprefhandler isn't really meant to be used for anything.  it's a prototype,
and it isn't used for anything.

it's used by mfcembed, if it isn't meant to be used by anything, then offer to
sr a patch which disables it for mfcembed, it's interfering with my testing.
