You can continue with the installation without pressing "I AGREE" in Windows XP.

Reproducible: Always

Steps to Reproduce:
1. Run the installer for firefox (may do it on other of your products, but im
reporting this one).
2. Press tab once. "I agree" becomes highlighted, but not actually clicked, nor
does the radio button change.
3. Continue installation button is reenabled. Click it.
Actual Results:  
You can go through the installation and install the software without technically
accepting the terms of installation.

Expected Results:  
Not enable the next button unless the radio button is actually filled in and
checked.
