Load the demo page then move the scrollbar slowly down (scrolling up works 
correctly). You should see horizontal lines in the colour of the page background 
breaking up the contents of the srolling element. The slower you scroll, the 
more lines appear. Clicking the scrollbar under its tab does not cause lines to 
appear, only manual scrolling.

This demo renders correctly in Opera 7 and IE6, but the same corruption is seen 
in Netscape 7.

I don't think it's exactly the same. The conditions for provoking it seem to 
differ, and so does its persistence on the screen.

I've just discovered that clicking the scrolling area causes redrawing of the 
text line that is clicked, and the unwanted lines disappear from the text but 
not its left and right sides.

Addendum:

I tried the latest nightly build of firefox (deer park alpha) and I also loaded mozilla which reproduces the bug. It seems to occur on sites which have altered their background colour, e.g. www.darkthrone.com and www.alankeef.co.uk/enquiries.html
This shows how the screen looks after you have scrolled up and down.

This bug is still very much prevalent in the 2.0.0.3 build of firefox 4/3/07. I have installed many fixes, and it has not yet gone away.  Just adding this comment in order to keep this bug report alive.
Hm, I can't reproduce using Firefox 2.0.0.3 on Windows XP SP2. Bruce, can you please try with a new profile?

So, I created a new profile by running firefox.exe -ProfileManager.  I started that version of Firefox and am having the same problem.  Same as has been described in previous posts, where scrolling up is perfectly fine, but scrolling down leaves these horizontal lines, and the slower I scroll is the worse it gets.

So just to be clear, the help screen for my Firefox build reads "Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.3) Gecko/20070309 Firefox/2.0.0.3", and I am running on XP professional V2002 SP2.  I have also gone to other XP computers and had the same results with the Firefox installs there.  I am surprised to hear that you are not having any problems with this.

Bruce, I do see this now using Firefox 2.0.0.3, but didn't before for some reason. I see this on Mac OS X 10.4.9, for the record. (Sorry for posting the wrong link in comment 9. I meant to link to the article on how to use the profile manager.)

I don't, however, see this using the latest trunk nightly. Can you reproduce using a trunk nightly?

Sam, thanks.  I downloaded the firefox-3.0a4pre.en-US.win32.installer.exe and found that it doesn't seem to have the same problem.  That's great.  Hopefully the bug fix can be located from this build and applied to the live software.  Unfortunately, Minefield (nice name, scary!!!) doesn't treat the Hotmail site correctly.  It should act the same way that IE does, and it doesn't.  It totally screws up the formatting.  I'm back to using the live software now.

Minefield is the development version of what will become Firefox 3. The fix for this bug will not be backported to Firefox 2, but should be present in Firefox 3. Other issues you might see with websites should be reported as specific bugs (searching for duplicates first) so that they can get fixed for Firefox 3.

Since this bug is fixed on the trunk and I'm not sure what patch fixed it, resolving as "works for me".

Nice to know.  I am a die-hard Firefox user, and it'll be great to get passed this issue.  Thanks...
P.S. - I  know this doesn't have to do with this bug, but will FireFox 3.0 have the formatting issues with Hotmail that I mentioned?  That would be unfortunate.
