Details

With the new "Always show tab bar" option, the tab bar now also always shows on
javascript popups. We really should not allow this.

On the same not I think we also shouldn't allow users to make a new tabs in
those same popups, even when showing page source. Perhaps open a new window for
that or route it to the main window.
oops forgot about this case.

fixed. now we no longer show the tab bar when the popup has the chrome flags set
to not show the status bar or the bookmark bar. also we don't register for the
pref changed notification so we're not told if the user changes it in the future.
