292016 - Extension installation silently fails

I tried to install an extension from the above URL.
I dragged the link "Install Now" to the URL bar and FF was doing something
(activity in the status bar)
Then after a few seconds it stopped and the extension was not updated.
The url bar was displaying the correct URL
(http://ftp.mozilla.org/pub/mozilla.org/extensions/submittotab/submittotab-0.3.1-fx.xpi)

I repeated the procedure several times and then finally I got the extension
install dialog and then it worked.

Reproducible: Always

Steps to Reproduce:
1. drag extension URL link to the URL bar

Actual Results:  
Some activity, then nothing. I believe the last text in the status bar was
"Stopped".

Expected Results:  
Succesfull install or a message about failing.

This is WFM as well. Perhaps the site was slow when you were trying this. Please
reopen if you can still reproduce and also try another site as well if you do so
if it is the site this can be assigned to the right product and component.
