Links to lokal files on HTML pages with <a
href="file://C:/something.txt">something.txt</a> are out of function.
While the source seems ok, the status bar shows "file:///something.txt" with
triple shlashes.
Using "file://C:/something.txt" in the URL-Locator has no problems.


Reproducible: Always

Steps to Reproduce:
1.Edit a Text-File something.txt and put it in a local folder.
2.Edit a HTML-File with link to the local file 'something.txt' with full path.
Put this HTML-file on your webserver.
3. Open the HTML-file and click the link to something.txt
4. nothing happens.
5. Copy link location via right mouse-click
6. past link into URL-Locator and Enter
7. the file is loaded 

Actual Results:  
See 4. and 7.

Expected Results:  
click on Link should have the same result like using the URL-locator
It's cannot be accessed by the page for security reasons! Dupe of bug 84128.
