Pointing devices that do not have a defined scroll wheel cannot scroll through
any type of menus or pages in both Firefox and Mozilla.  I have tried both
trackballs that do not have a defined scroll wheel, but do have options to
scroll with.  I can scroll in any other window in Windows XP but not in either
Firefox and Mozilla .  The trackball is a Logitech MArble Mouse USB.  Touchpads
simular to the one I have on my laptop will not scroll either.  Mine has a
rocker switch that scrolls in everything other than Mozilla and Firefox.

Steps to Reproduce:
1.Adjusted mouse settings
2.Attempted to look for types of settings in Options
3.

Actual Results:  
Same thing as before.

Expected Results:  
Devices should allow window to scroll.
