295740 - changing multiple bugs at once shouldn't require selecting a component for reassign to default owner

Currently, if I want to reassign several bugs to their default owner, I need to
select a component. it would be nice if bugzilla could just automatically
reassign all of the bugs to their default owner, especially if they are in
separate components (where I can't just select a single component for them).

Covered by bug 109339, quoting:
"There are several cases, where I'm not allowed to make a mass-change across
several components, although it would make sense.
- Changing to default owner
  Although each components has a different default owner, each has one.
  This makes sense, e.g. if I want to get rid of a lot of bugs."
