If my reading of the HTML spec is right, I should be able to put an align
attribute on either a col within a colgroup, or a colgroup itself and change the
alignment of all cells in that column.  This doesn't seem to work.  Example html
is attached

Reproducible: Always

Steps to Reproduce:
1. load the page
2.
3.

Actual Results:  
All columns are left aligned.

Expected Results:  
Columns 1, 3, and 4 should be centered.
I found this after running into the problem with my own html.  Adding a doctype
of 4.01 doesn't help.
I can put the align attribute on individual TD elements and that works fine. 
It's only column align that seems broken.
