Reproducible: Always Steps to Reproduce: 1.Go to the Downloads preference panel. 2.Select "Ask me where to save every file". 3.Download a file. Actual Results: Save location dialog does not open and file is saved to default location. Expected Results: Save location dialog should open and file should save to user selected location.
UA of affected version is: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050628 Firefox/1.0+ Firefox 1.0.4 does not exhibit this behavior.

Is it possible that the fix for 298478 caused the regression?

Not positive, but it appears that the fixes checked in from https://bugzilla.mozilla.org/show_bug.cgi?id=287111 directly affect the prefs used for downloading.

repro with existing profile and set "ask me where to save every file" : 1.open FF 2.Open Options ->Downloads and change to "download to save all files to this folder" (use desktop or choose a folder) 3.Download a file by clicking on it 4.Open Options ->Downloads and change to "ask me where to save every file" 5.Download something It won't ask you where to anymore, not even after restart. I tried with with existing profile and set "ask me where to save every file" step 1 step 2 + restart step 3 + restart step 4 + restart step 5 and it worked normal

so it seems we're setting useDownloadFolder folder in the pref window check for it in contentAreaUtils, and never use it (even before the contentAreUtils patch), fun.
