Whenever you try to download anything, download progress bar in the file list of
the download manager doesn't ever start to progress (stays at 0 byte the whole
time of the download), and the properties windows of the download isn't
available. But when file is downloaded, file size is correctly shown.

Noticed for the first time in 8th july 2005 Build

Reproducible: Always

Steps to Reproduce:
1. Find a download
2. Start the download
Actual Results:  
Progress bar doesn't starts to progress.

Expected Results:  
The download progress should be correclty displayed, and the detailed download
properties windows (when you click the 'properties' button on the top left
corner of the download manager) should be available.

Update:  I have found out this bug happens Sometimes.  Changing it to NEW status.
